In March, Andrew Bosworth, a Meta executive who will become CTO in 2022, wrote in a memo to employees that moderating user interactions and actions in the metaverse “on any significant scale is practically impossible.” The existence of the memorandum was previously reported by The Financial Times.
Kristina Milian, a spokesperson for Meta, said the company was working with legislators, experts and industry partners on the metaverse. In a November blog post, Meta also said it was investing $ 50 million in global research to develop its products responsibly.
Meta has asked its employees to volunteer to test the metaverse, according to an internal memo seen by The New York Times. A company spokesperson said that recently a stranger had fondled the avatar of an evaluator for a virtual reality game, “Horizon Worlds.” The incident, from which Meta has said it learned some lessons, was previously reported by The Verge.

Callum Hood, head of research at the Center to Counter Digital Hate, recently spent several weeks recording interactions in the game “VRChat,” created by a developer called VRChat and played primarily through Oculus Quest headsets. In the game, people can form virtual communities and have their avatars play cards, party at a virtual nightclub, or gather in virtual public spaces to chat. Oculus rates it as safe for teens.
Yet over an 11-hour period, Hood said, he logged more than 100 troublesome incidents on ?VRChat,? some of which involved users who said they were under 13 years of age. In several cases, user avatars made sexual and violent threats against minors, he said. In another case, someone tried to show sexually explicit content to a minor. Milian said that Meta’s community standards and VR policy outline what is allowed on its platform and what developers must adhere to. “We do not allow content that attacks people on the basis of race, ethnicity, nationality, religious affiliation, sexual orientation, caste, sex, gender, gender identity, and serious illness or disability,” he said.
Minors are not allowed to create accounts or use Oculus devices, he said. Part of the responsibility, he added, rests with the application developers.
VRChat did not respond to a request for comment.
After Siggens was abused while playing the virtual reality game “Population One,” she said she had joined a virtual support group for women, many of whom also played that title. Siggens said members of that group regularly dealt with gambling harassment. In June, Meta bought BigBox VR, the developer of “Population One.”
Another member of the support group, Mari DeGrazia, 48, of Tucson, Arizona, said she saw cases of bullying and assault on “Population One” “two to three times a week, if not more.”
“Sometimes we see things that happen two or three times a day that violate the rules of the game,” he added.
BigBox VR did not respond to a request for comment.
DeGrazia said the people responsible for “Population One” had responded to his complaints and appeared to be interested in making the game safer. Despite the harassment, he said, DeGrazia has found a community of virtual friends that he plays with regularly and enjoys those interactions.
“I’m not going to stop playing, because I think it’s important to have diverse people, including women, in this game,” he said. “They are not going to get us out of here, although sometimes the situation is difficult.”
