<p>											Al sinds de jaren zestig van de vorige eeuw weten we dat we in Nederland een stikstofprobleem hebben. Door stimulering van de export van landbouwproducten, de goedkope invoer van organisch materiaal zoals soja en door de infrastructuur zoals de Rotterdamse haven en transport naar het achterland is de productie van dierlijk voedsel rap gegroeid. Ook het steeds groter gebruik van kunstmest heeft hieraan bijgedragen. </p>
<p>Een deel van de ingevoerde stikstof gaat via vlees en zuivel weer de grens over, terwijl het grootste deel in de mest achterblijft in ons land. Naast de landbouw groeide ook de op fossiele brandstoffen gebaseerde industrie, energieproductie en transport hard na de Tweede Wereldoorlog waardoor we in dezelfde tijd ook een luchtverontreinigingsprobleem kregen. <br />Dat leverde niet alleen lokale gezondheidsproblemen op door smog maar zoals in de jaren 80 bleek, ook grootschalige bossterfte als gevolg van verzuring. In de decennia daarna is stikstof, of eigenlijk de intensieve landbouw, industrie en transport regelmatig op de politieke agenda gekomen en is er beleid gevoerd.</p>
<p>In 2019 werd de samenleving geconfronteerd met een uitspraak van de Raad van State inzake de Programmatische Aanpak Stikstof (PAS, een beleidskader van de overheid voor de vermindering van de stikstofbelasting van Natura 2000-gebieden en vergunningverlening voor nieuwe activiteiten), met vergaande gevolgen. Door het nietig verklaren van het stikstofbeleid kon er geen enkele vergunning meer verleend worden voor activiteiten die extra stikstof in de lucht brengen, zoals de bouw van huizen, de uitbreiding van wegen of stallen. Nederland zat plots in een economische <i>lockdown</i>. Sindsdien is duidelijk hoe moeilijk het is om een goed evenwicht te vinden tussen de economische ontwikkeling en de ecologische kwaliteit van onze leefomgeving, waarbij de ecologische kwaliteit voldoende wordt gewaarborgd en de basis voor de economie vormt.</p>
<p><b>Grote maatschappelijke opgaven</b><br />De stikstofcrisis waar we sinds de uitspraak van de Raad van State mee te maken hebben is exemplarisch voor de maatschappelijke opgaven die er zijn. Het klimaat verandert, de waterkwaliteit voldoet niet aan de vereisten, en natuur en biodiversiteit gaan niet alleen achteruit door stikstof, maar ook door veranderend landgebruik, door het gebruik van bestrijdingsmiddelen en beheer. </p>
<p>De periode na de economische crisis in 2008 was gericht op economisch herstel en nu, jaren nadien, blijkt dat we onvoldoende aandacht gegeven hebben aan andere waarden zoals die van de natuur, biodiversiteit, leefbaarheid en sociaal-maatschappelijke opgaven. In de loop der jaren hebben we de nodige ambities en doelen gesteld ten aanzien van circulariteit, milieukwaliteit, biodiversiteit, natuur en landschap. We zijn hiervoor ook (inter)nationale verplichtingen aangegaan. Berno Strootman en ik hebben recent in beeld gebracht wat in Nederland deze verplichtingen, nationale opgaven en ambities zijn. Uit ons overzicht blijkt dat veel van de doelen en ambities niet op elkaar afgestemd zijn omdat ze vaak eenzijdig of sectoraal zijn. Verder blijkt dat wij niet kunnen voldoen aan onze verplichtingen die we als land zijn aangegaan, hetgeen leidt tot steeds meer rechtszaken, waar de overheid en ook het bedrijfsleven tot de orde geroepen worden. De maatschappelijke opgaven zijn daarom groot en door de onderlinge verhoudingen ook complex. </p>
<p><b>Planetaire grenzen, SDG?s en de Donut</b> <br />In de voorbije jaren hebben verschillende studies de negatieve impact van de mens op de planeet en het klimaatsysteem aangetoond (denk aan het IPBES, het IPCC, het International Resource Panel Report, het Global Environmental Outlook [GEO] Report, het Global Biodiversity Outlook Report [GBO], en het Global Sustainable Development Report [GSDR]). Uit deze studies blijkt een toenemende mondiale impact van de mens op klimaat, biodiversiteit, bodem, lucht en water: de basisbehoeften van mens en natuur. Bovendien tonen dezelfde studies aan dat de mens een toenemende behoefte heeft aan deze hulpbronnen. Voor deze impact zijn lokale, regionale en zelfs planetaire grenzen overschreden. </p>
<blockquote><p>Hoe kunnen we de samenleving zo inrichten dat onze planeet bewoonbaar blijft voor ons, samen met alle andere levensvormen?</p></blockquote>
<p>UNEP heeft begin 2021 een synthese van de wereldwijde studies uitgebracht met daarin de geboekte vooruitgang en om?de actiemogelijkheden voor duurzame ontwikkeling te identificeren. Het welzijn van toekomstige generaties hangt af van een breuk met de huidige trends van milieuafbraak. De samenleving moet de uitstoot van koolstofdioxide (CO<sub>2</sub>) tegen 2030 met 45% verminderen ten opzichte van het niveau van 2010 en tegen 2050 een netto nul emissie bereiken om de opwarming tot 1,5<sup>°</sup> C te beperken, zoals beoogd in het Parijs-akkoord, en tegelijkertijd de biodiversiteit in stand houden en herstellen en vervuiling en afval tot een minimum beperken. Veel van de maatschappelijke opgaven spelen op mondiale schaal en accumuleren in het landelijk gebied waar de ruimte schaars is en de druk op natuur, biodiversiteit en leefbaarheid groot.</p>
<p>Het is niet die ene auto of boer die regionale of mondiale problemen veroorzaakt: het is de omvang en de schaal die optelt tot niet-duurzame situaties. We leven met bijna 8 miljard mensen, 1,2 miljard huishoudens, 1,32 miljard auto?s, vrachtwagens en bussen, 570 miljoen landbouwbedrijven, 250 miljoen koeien, 1 miljard varkens en 50 miljard kippen op een oppervlak van 510.100.000 km<sup>2</sup>. Dit leidt tot mondiale problemen. Daarbij is het ieders verantwoordelijkheid om de gezamenlijke bijdrage aan de milieuproblematiek te verminderen. Alleen zo kunnen we binnen de grenzen van de draagkracht van de planeet komen.</p>
<p>Hoe kunnen we de samenleving zo inrichten dat onze planeet bewoonbaar blijft voor ons, samen met alle andere levensvormen? Bij een bewoonbare wereld horen schone lucht en water, gezond voedsel, voldoende energie, een rijke biodiversiteit en een stabiel klimaat. Maar ook: veiligheid, vrijheid, vrede en uitzicht op gezondheid en welzijn op de lange termijn. Met onze groeiende wereldbevolking, toenemende welvaart maar ook toenemende ongelijkheid, is het een grote uitdaging om dit te waarborgen. De Duurzame Ontwikkelingsdoelen (SDG?s) die de Verenigde Naties in 2015 overeenkwamen, nemen de kwaliteit van de biosfeer, als uitgangspunt voor een duurzame wereld waar menselijke waarden binnen passen. Deze menselijke waarden zijn vertaald in doelen voor de samenleving, de economie en institutionele samenwerking (Figuur 1). Tezamen vormt dit een raamwerk om vanuit verschillende waarden met een systeembenadering te transformeren naar een duurzame wereld.</p>

<p>In de duurzaamheidsontwikkeling wordt vaak gekozen voor een evenwicht tussen economische, sociaal-maatschappelijke en ecologische belangen. Dit vergt een evenwichtige afweging tussen de individuele SDG?s. In het voorstel van Kate Raworth, voor Oxfam ontwikkeld in haar <i>A Safe and Just Space for Humanity</i>, wordt een gelaagdheid aangebracht, waarbij de planetaire of ecologische grenzen randvoorwaarde zijn voor de sociaal-maatschappelijke doelen, die op hun beurt weer randvoorwaarde zijn voor de economische. Zij combineert de planetaire grenzen van het Stockholm Resilience Centre met de sociaal- maatschappelijke waarden van de SDG?s. Zo ontstaat een afwegingskader voor sociaal-ecologische ontwikkelingen op planetaire schaal. In dit model staan de sociale en ecologische waarden centraal en hierbinnen is (economische) ontwikkeling mogelijk (Figuur 2). Tussen sociale en planetaire grenzen ligt een ecologisch veilige en sociaal rechtvaardige ruimte waarin de mens zich kan ontwikkelen. Het model is toegepast door een groot aantal landen en steden en geeft inzicht in de eigen organisatie -, vaak sectorgericht, en in de impact die keuzes en ontwikkelingen hebben buiten het eigen leefgebied.</p>
<p>De toepassing van het Donut-model vergt een koppeling van de ruimtelijke en temporele schalen, maar ook een koppeling van bestuurlijke en institutionele niveaus. Uiteindelijk moet het individu zelf de ontwikkeling laten plaatsvinden, met alle eigen afwegingen en voorkeuren. NGO?s, de politiek, het bedrijfsleven en de burgers voeden de noodzaak om tot oplossingen te komen.</p>
<p>Uit de nieuwe Social Progress Index (SPI), die de vooruitgang volgt van 149 landen die meer dan 95% van de wereldbevolking omvatten, blijkt dat we met business as usual zelfs niet in de buurt komen van realisering van de SDG?s. De SPI biedt de schrale troost dat de wereld enige  vooruitgang boekt, maar slechts in een tempo dat ons tegen 2073 in staat stelt de SDG 2030 te halen. Het bereiken van de 2030-doelstellingen zou betekenen dat grote vooruitgang wordt geboekt met betrekking tot 17 doelstellingen, ondersteund door 169 indicatoren. In verschillende documenten wordt ingegaan op de prioritering van de doelstellingen, met name voor verschillende landen of regio?s, aangezien de duurzaamheidsproblemen van regio tot regio variëren.</p>
<p>Overheden zijn in het algemeen zeer ambitieus in het stellen van doelen, maar minder sterk in het maken van keuzes om die doelen ook te bereiken. Door de doelen ver weg te zetten wordt een gevoel van comfort gecreëerd, dat er tijd genoeg is om ze te realiseren zonder dat er al gelijk ingezet wordt op wat er nodig is om die doelen ook daadwerkelijk te gaan halen. Er wordt ook nauwelijks gekeken of de doelen en ambities met elkaar in overeenstemming zijn.</p>
<p>De inaugurele rede van Erisman waarvan deze tekst de inleiding is, heeft een grote politieke lading. Erisman zei in de uitgesproken versie dat met het regeerakkoord van Rutte IV aan alle voorwaarden is voldaan om de stikstofcrisis in Nederland op te lossen. Er is een ambtelijke organisatie, een speciale minister, veel geld, ambitie, kennis en ?een enorme drijfveer?. Erisman: &#8220;Als het de komende jaren niet lukt om een evenwicht te vinden tussen economie en ecologie dan geef ik het op.&#8221; Erisman adviseerde het nieuwe kabinet niet te starten met uitkoop van boeren, maar hen te betrekken bij het bedenken van oplossingen voor hun bedrijven. Een project op Schiermonnikoog liet zien dat de boeren in staat waren de reductiedoelen van de provincie te overschrijden in een zogeheten gebiedsgerichte aanpak. <p><b>Een Leefbare Aarde</b><br />
Een centraal uitgangspunt in het programma Leefbare Aarde (Liveable Planet) van de Universiteit Leiden is dat mensen meer geneigd zijn om te handelen als het effect direct zichtbaar is. Dat geldt ook als iets duidelijke meerwaarde heeft en helder is wat ?genoeg? is. Het gaat hierbij om de beďnvloeding van menselijk handelen door de opgaven dichter bij het individu en de gemeenschap te brengen. De intrinsieke motivatie om ons gedrag aan te passen kan veroorzaakt worden door extreme gebeurtenissen zoals de pandemie of weersextremen, wanneer we tegen grenzen aanlopen, of door collectief toe te werken naar een doel of prestatie. Om een leefbare aarde te ontwikkelen en te behouden, met welzijn voor ieder mens binnen de sociale en planetaire ecologische grenzen, zetten wij in op lokale oplossingen. Deze lokale oplossingen zijn alleen effectief wanneer ze zijn afgestemd op de context en randvoorwaarden van alle ruimtelijke en tijdsafhankelijke schalen. Sociaal-ecologische systemen zijn dynamische, onderling afhankelijke en verbonden systemen van mensen en hun omgeving, die genesteld zijn op verschillende schaalniveaus. Dit geeft aan dat mensen deel uitmaken van ecosystemen en deze vormgeven, van lokaal tot mondiaal, en tegelijkertijd fundamenteel afhankelijk zijn van het vermogen van deze systemen om menselijk welzijn en maatschappelijke ontwikkeling mogelijk te maken. Sociaal- ecologische interacties spelen zich af tegen de achtergrond van wereldwijde klimaatverandering, politieke ontwikkelingen en andere tijdsdynamieken.</p>
<p>Het programma Leefbare Aarde streeft naar welzijn voor ieder mens binnen de grenzen van het sociale, ecologische en planetaire systeem door inzet van lokale oplossingen die passen binnen de internationale afspraken en binnen doelen zoals die van de Sustainable Development Goals (SDG?s) opgenomen in het Donut-model. Lokale oplossingen kunnen effectief bijdragen aan de oplossing van de stikstof-, klimaat- en biodiversiteitscrises. Dit vergt een multidisciplinaire samenwerking tussen wetenschappers en groepen binnen en buiten de universiteit, gericht op lokale oplossingen binnen de globale context.</p>
<p>Ik wil hier ingaan op wat precies de kracht is van deze benadering die zo goed past bij de Leidse universiteitscultuur en wat die uniek maakt. Ik zal eerst het conceptuele kader voor de Leefbare Aarde nader toelichten. Ik ga daarbij in op de rol van gemeenschappen bij de aanpak van grote opgaven. Ik zal aangeven wat ik onder gemeenschappen versta en hoe je voor gemeenschappen doelen kunt formuleren, waarbinnen die gemeenschappen op een duurzame manier kunnen ontwikkelen. Vervolgens neem ik de stikstofproblematiek als voorbeeld om te laten zien hoe dat kader kan helpen bij het boeken van vooruitgang rond complexe maatschappelijke problemen. Dit vergt enige uitleg over de stikstofproblematiek en de huidige aanpak. Ik zal aangeven wat er de afgelopen jaren al voor beleid gevoerd is om de stikstofproblematiek te verminderen en wat hierbij succesfactoren waren. De ontwikkelingen in de landbouw op Schiermonnikoog gebruik ik als voorbeeld om te laten zien wat de meerwaarde is van een regionale aanpak binnen globale kaders. Tot slot ga ik in op wat er nodig is aan ontwikkelingen om tot succesvolle ontwikkelingen te komen richting de sociaal-ecologische waarden. Recent zijn we een onderzoek gestart in de Vrouwe Vennepolder waar de aanpak verbreed wordt, niet alleen gericht op stikstof, maar op het sociaal-ecologische systeem als geheel.</p>
<p>Deze lezing is onderdeel van een drieluik. De drie hoogleraren die nieuw aangesteld zijn in Leiden en onderdeel uitmaken van het stimuleringsprogramma Leefbare Aarde20 zullen allen hun oratie houden en daarbij vanuit hun expertise belichten wat er nodig is om de aarde leefbaar te houden. Naast mijzelf zijn dat Marja Spierenburg, Hoogleraar Anthropology of Sustainability and Livelihood en Eefje Cuppen, Hoogleraar Governance of Sustainability. Ik zal mij voornamelijk richten op de kwaliteit van de biosfeer maar realiseer mij dat duurzaamheid en de aanpak daarvoor niet zonder de sociaal-maatschappelijke context kan. Mijn collega?s Spierenburg en Cuppen zullen hier verder invulling aan geven.</p>

<p>In 2019 werd de samenleving geconfronteerd met een uitspraak van de Raad van State inzake de Programmatische Aanpak Stikstof (PAS, een beleidskader van de overheid voor de vermindering van de stikstofbelasting van Natura 2000-gebieden en vergunningverlening voor nieuwe activiteiten), met vergaande gevolgen. Door het nietig verklaren van het stikstofbeleid kon er geen enkele vergunning meer verleend worden voor activiteiten die extra stikstof in de lucht brengen, zoals de bouw van huizen, de uitbreiding van wegen of stallen. Nederland zat plots in een economische <i>lockdown</i>. Sindsdien is duidelijk hoe moeilijk het is om een goed evenwicht te vinden tussen de economische ontwikkeling en de ecologische kwaliteit van onze leefomgeving, waarbij de ecologische kwaliteit voldoende wordt gewaarborgd en de basis voor de economie vormt.</p>
<p><b>Grote maatschappelijke opgaven</b><br />De stikstofcrisis waar we sinds de uitspraak van de Raad van State mee te maken hebben is exemplarisch voor de maatschappelijke opgaven die er zijn. Het klimaat verandert, de waterkwaliteit voldoet niet aan de vereisten, en natuur en biodiversiteit gaan niet alleen achteruit door stikstof, maar ook door veranderend landgebruik, door het gebruik van bestrijdingsmiddelen en beheer. </p>
<p>De periode na de economische crisis in 2008 was gericht op economisch herstel en nu, jaren nadien, blijkt dat we onvoldoende aandacht gegeven hebben aan andere waarden zoals die van de natuur, biodiversiteit, leefbaarheid en sociaal-maatschappelijke opgaven. In de loop der jaren hebben we de nodige ambities en doelen gesteld ten aanzien van circulariteit, milieukwaliteit, biodiversiteit, natuur en landschap. We zijn hiervoor ook (inter)nationale verplichtingen aangegaan. Berno Strootman en ik hebben recent in beeld gebracht wat in Nederland deze verplichtingen, nationale opgaven en ambities zijn. Uit ons overzicht blijkt dat veel van de doelen en ambities niet op elkaar afgestemd zijn omdat ze vaak eenzijdig of sectoraal zijn. Verder blijkt dat wij niet kunnen voldoen aan onze verplichtingen die we als land zijn aangegaan, hetgeen leidt tot steeds meer rechtszaken, waar de overheid en ook het bedrijfsleven tot de orde geroepen worden. De maatschappelijke opgaven zijn daarom groot en door de onderlinge verhoudingen ook complex. </p>
<p><b>Planetaire grenzen, SDG?s en de Donut</b> <br />In de voorbije jaren hebben verschillende studies de negatieve impact van de mens op de planeet en het klimaatsysteem aangetoond (denk aan het IPBES, het IPCC, het International Resource Panel Report, het Global Environmental Outlook [GEO] Report, het Global Biodiversity Outlook Report [GBO], en het Global Sustainable Development Report [GSDR]). Uit deze studies blijkt een toenemende mondiale impact van de mens op klimaat, biodiversiteit, bodem, lucht en water: de basisbehoeften van mens en natuur. Bovendien tonen dezelfde studies aan dat de mens een toenemende behoefte heeft aan deze hulpbronnen. Voor deze impact zijn lokale, regionale en zelfs planetaire grenzen overschreden. </p>
<blockquote><p>Hoe kunnen we de samenleving zo inrichten dat onze planeet bewoonbaar blijft voor ons, samen met alle andere levensvormen?</p></blockquote>
<p>UNEP heeft begin 2021 een synthese van de wereldwijde studies uitgebracht met daarin de geboekte vooruitgang en om?de actiemogelijkheden voor duurzame ontwikkeling te identificeren. Het welzijn van toekomstige generaties hangt af van een breuk met de huidige trends van milieuafbraak. De samenleving moet de uitstoot van koolstofdioxide (CO<sub>2</sub>) tegen 2030 met 45% verminderen ten opzichte van het niveau van 2010 en tegen 2050 een netto nul emissie bereiken om de opwarming tot 1,5<sup>°</sup> C te beperken, zoals beoogd in het Parijs-akkoord, en tegelijkertijd de biodiversiteit in stand houden en herstellen en vervuiling en afval tot een minimum beperken. Veel van de maatschappelijke opgaven spelen op mondiale schaal en accumuleren in het landelijk gebied waar de ruimte schaars is en de druk op natuur, biodiversiteit en leefbaarheid groot.</p>
<p>Het is niet die ene auto of boer die regionale of mondiale problemen veroorzaakt: het is de omvang en de schaal die optelt tot niet-duurzame situaties. We leven met bijna 8 miljard mensen, 1,2 miljard huishoudens, 1,32 miljard auto?s, vrachtwagens en bussen, 570 miljoen landbouwbedrijven, 250 miljoen koeien, 1 miljard varkens en 50 miljard kippen op een oppervlak van 510.100.000 km<sup>2</sup>. Dit leidt tot mondiale problemen. Daarbij is het ieders verantwoordelijkheid om de gezamenlijke bijdrage aan de milieuproblematiek te verminderen. Alleen zo kunnen we binnen de grenzen van de draagkracht van de planeet komen.</p>
<p>Hoe kunnen we de samenleving zo inrichten dat onze planeet bewoonbaar blijft voor ons, samen met alle andere levensvormen? Bij een bewoonbare wereld horen schone lucht en water, gezond voedsel, voldoende energie, een rijke biodiversiteit en een stabiel klimaat. Maar ook: veiligheid, vrijheid, vrede en uitzicht op gezondheid en welzijn op de lange termijn. Met onze groeiende wereldbevolking, toenemende welvaart maar ook toenemende ongelijkheid, is het een grote uitdaging om dit te waarborgen. De Duurzame Ontwikkelingsdoelen (SDG?s) die de Verenigde Naties in 2015 overeenkwamen, nemen de kwaliteit van de biosfeer, als uitgangspunt voor een duurzame wereld waar menselijke waarden binnen passen. Deze menselijke waarden zijn vertaald in doelen voor de samenleving, de economie en institutionele samenwerking (Figuur 1). Tezamen vormt dit een raamwerk om vanuit verschillende waarden met een systeembenadering te transformeren naar een duurzame wereld.</p>

<p>In de duurzaamheidsontwikkeling wordt vaak gekozen voor een evenwicht tussen economische, sociaal-maatschappelijke en ecologische belangen. Dit vergt een evenwichtige afweging tussen de individuele SDG?s. In het voorstel van Kate Raworth, voor Oxfam ontwikkeld in haar <i>A Safe and Just Space for Humanity</i>, wordt een gelaagdheid aangebracht, waarbij de planetaire of ecologische grenzen randvoorwaarde zijn voor de sociaal-maatschappelijke doelen, die op hun beurt weer randvoorwaarde zijn voor de economische. Zij combineert de planetaire grenzen van het Stockholm Resilience Centre met de sociaal- maatschappelijke waarden van de SDG?s. Zo ontstaat een afwegingskader voor sociaal-ecologische ontwikkelingen op planetaire schaal. In dit model staan de sociale en ecologische waarden centraal en hierbinnen is (economische) ontwikkeling mogelijk (Figuur 2). Tussen sociale en planetaire grenzen ligt een ecologisch veilige en sociaal rechtvaardige ruimte waarin de mens zich kan ontwikkelen. Het model is toegepast door een groot aantal landen en steden en geeft inzicht in de eigen organisatie -, vaak sectorgericht, en in de impact die keuzes en ontwikkelingen hebben buiten het eigen leefgebied.</p>
<p>De toepassing van het Donut-model vergt een koppeling van de ruimtelijke en temporele schalen, maar ook een koppeling van bestuurlijke en institutionele niveaus. Uiteindelijk moet het individu zelf de ontwikkeling laten plaatsvinden, met alle eigen afwegingen en voorkeuren. NGO?s, de politiek, het bedrijfsleven en de burgers voeden de noodzaak om tot oplossingen te komen.</p>
<p>Uit de nieuwe Social Progress Index (SPI), die de vooruitgang volgt van 149 landen die meer dan 95% van de wereldbevolking omvatten, blijkt dat we met business as usual zelfs niet in de buurt komen van realisering van de SDG?s. De SPI biedt de schrale troost dat de wereld enige  vooruitgang boekt, maar slechts in een tempo dat ons tegen 2073 in staat stelt de SDG 2030 te halen. Het bereiken van de 2030-doelstellingen zou betekenen dat grote vooruitgang wordt geboekt met betrekking tot 17 doelstellingen, ondersteund door 169 indicatoren. In verschillende documenten wordt ingegaan op de prioritering van de doelstellingen, met name voor verschillende landen of regio?s, aangezien de duurzaamheidsproblemen van regio tot regio variëren.</p>
<p>Overheden zijn in het algemeen zeer ambitieus in het stellen van doelen, maar minder sterk in het maken van keuzes om die doelen ook te bereiken. Door de doelen ver weg te zetten wordt een gevoel van comfort gecreëerd, dat er tijd genoeg is om ze te realiseren zonder dat er al gelijk ingezet wordt op wat er nodig is om die doelen ook daadwerkelijk te gaan halen. Er wordt ook nauwelijks gekeken of de doelen en ambities met elkaar in overeenstemming zijn.</p>
<p>De inaugurele rede van Erisman waarvan deze tekst de inleiding is, heeft een grote politieke lading. Erisman zei in de uitgesproken versie dat met het regeerakkoord van Rutte IV aan alle voorwaarden is voldaan om de stikstofcrisis in Nederland op te lossen. Er is een ambtelijke organisatie, een speciale minister, veel geld, ambitie, kennis en ?een enorme drijfveer?. Erisman: &#8220;Als het de komende jaren niet lukt om een evenwicht te vinden tussen economie en ecologie dan geef ik het op.&#8221; Erisman adviseerde het nieuwe kabinet niet te starten met uitkoop van boeren, maar hen te betrekken bij het bedenken van oplossingen voor hun bedrijven. Een project op Schiermonnikoog liet zien dat de boeren in staat waren de reductiedoelen van de provincie te overschrijden in een zogeheten gebiedsgerichte aanpak. <p><b>Een Leefbare Aarde</b><br />
Een centraal uitgangspunt in het programma Leefbare Aarde (Liveable Planet) van de Universiteit Leiden is dat mensen meer geneigd zijn om te handelen als het effect direct zichtbaar is. Dat geldt ook als iets duidelijke meerwaarde heeft en helder is wat ?genoeg? is. Het gaat hierbij om de beďnvloeding van menselijk handelen door de opgaven dichter bij het individu en de gemeenschap te brengen. De intrinsieke motivatie om ons gedrag aan te passen kan veroorzaakt worden door extreme gebeurtenissen zoals de pandemie of weersextremen, wanneer we tegen grenzen aanlopen, of door collectief toe te werken naar een doel of prestatie. Om een leefbare aarde te ontwikkelen en te behouden, met welzijn voor ieder mens binnen de sociale en planetaire ecologische grenzen, zetten wij in op lokale oplossingen. Deze lokale oplossingen zijn alleen effectief wanneer ze zijn afgestemd op de context en randvoorwaarden van alle ruimtelijke en tijdsafhankelijke schalen. Sociaal-ecologische systemen zijn dynamische, onderling afhankelijke en verbonden systemen van mensen en hun omgeving, die genesteld zijn op verschillende schaalniveaus. Dit geeft aan dat mensen deel uitmaken van ecosystemen en deze vormgeven, van lokaal tot mondiaal, en tegelijkertijd fundamenteel afhankelijk zijn van het vermogen van deze systemen om menselijk welzijn en maatschappelijke ontwikkeling mogelijk te maken. Sociaal- ecologische interacties spelen zich af tegen de achtergrond van wereldwijde klimaatverandering, politieke ontwikkelingen en andere tijdsdynamieken.</p>
<p>Het programma Leefbare Aarde streeft naar welzijn voor ieder mens binnen de grenzen van het sociale, ecologische en planetaire systeem door inzet van lokale oplossingen die passen binnen de internationale afspraken en binnen doelen zoals die van de Sustainable Development Goals (SDG?s) opgenomen in het Donut-model. Lokale oplossingen kunnen effectief bijdragen aan de oplossing van de stikstof-, klimaat- en biodiversiteitscrises. Dit vergt een multidisciplinaire samenwerking tussen wetenschappers en groepen binnen en buiten de universiteit, gericht op lokale oplossingen binnen de globale context.</p>
<p>Ik wil hier ingaan op wat precies de kracht is van deze benadering die zo goed past bij de Leidse universiteitscultuur en wat die uniek maakt. Ik zal eerst het conceptuele kader voor de Leefbare Aarde nader toelichten. Ik ga daarbij in op de rol van gemeenschappen bij de aanpak van grote opgaven. Ik zal aangeven wat ik onder gemeenschappen versta en hoe je voor gemeenschappen doelen kunt formuleren, waarbinnen die gemeenschappen op een duurzame manier kunnen ontwikkelen. Vervolgens neem ik de stikstofproblematiek als voorbeeld om te laten zien hoe dat kader kan helpen bij het boeken van vooruitgang rond complexe maatschappelijke problemen. Dit vergt enige uitleg over de stikstofproblematiek en de huidige aanpak. Ik zal aangeven wat er de afgelopen jaren al voor beleid gevoerd is om de stikstofproblematiek te verminderen en wat hierbij succesfactoren waren. De ontwikkelingen in de landbouw op Schiermonnikoog gebruik ik als voorbeeld om te laten zien wat de meerwaarde is van een regionale aanpak binnen globale kaders. Tot slot ga ik in op wat er nodig is aan ontwikkelingen om tot succesvolle ontwikkelingen te komen richting de sociaal-ecologische waarden. Recent zijn we een onderzoek gestart in de Vrouwe Vennepolder waar de aanpak verbreed wordt, niet alleen gericht op stikstof, maar op het sociaal-ecologische systeem als geheel.</p>
<p>Deze lezing is onderdeel van een drieluik. De drie hoogleraren die nieuw aangesteld zijn in Leiden en onderdeel uitmaken van het stimuleringsprogramma Leefbare Aarde20 zullen allen hun oratie houden en daarbij vanuit hun expertise belichten wat er nodig is om de aarde leefbaar te houden. Naast mijzelf zijn dat Marja Spierenburg, Hoogleraar Anthropology of Sustainability and Livelihood en Eefje Cuppen, Hoogleraar Governance of Sustainability. Ik zal mij voornamelijk richten op de kwaliteit van de biosfeer maar realiseer mij dat duurzaamheid en de aanpak daarvoor niet zonder de sociaal-maatschappelijke context kan. Mijn collega?s Spierenburg en Cuppen zullen hier verder invulling aan geven.</p>

The artist has stated on several occasions not only that he does not agree with his ex-wife&#8217;s new relationship, but has also publicly insisted on his intention to get Kim back, whatever the cost. </p>
<p data-gtm-element-container="modulo-texto-link" class="paragraph">However, these do not seem to be the plans of Kim Kardashian, who would be trying to put all possible limits so that the rapper does not do any of his stratagems to boycott his personal life.  Above all, taking into account West&#8217;s comments towards her and Pete Davidson, whom he has not stopped criticizing.  Among others, in one of the last themes of the artist, <i><a target="_blank" href="https://youtu.be/gWtlBredOZQ" rel="nofollow noreferrer noopener">My Life Was Never Eazy</a></i>, in which West collaborates with rapper The Game, and where he took the opportunity to throw some poison darts.</p>

<p><em>goodwill hunting </em><u>helped establish Matt Damon and Ben Affleck</u> as writers and actors in Hollywood, and there&#8217;s no question that if the comic book writer and animator saved their movie, it had something to do with the success they both achieved.  Affleck acknowledged as much in the EW interview, but said that when it came time to give credit where credit was due, he dropped the ball:</p>

Apparently, the actor forgot both times to thank Kevin Smith for putting them on the road to success by making his 1997 comedy-drama.</p>
<p>Kevin Smith may not have gotten his Oscar nod, but he did get Matt Damon and Ben Affleck to reprise his performance. <em>goodwill hunting</em> roles in his 2001 film <em>Jay and Silent Bob Strike Back</em>, and them <u>also appeared in 2019 </u><u><em>Jay and Silent Bob Reboot</em></u>.</p>

Finally, the lack of mastery of technologies weakens our ability to negotiate with these players as well as with the major states that support them, starting with China and the United States.</p>
<h2 class="article__sub-title">Ensuring respect for the law</h2>
<p class="article__paragraph ">An industrial strategy based on technological development therefore appears necessary to rebalance this relationship and to be able to guarantee respect for the law.  This must first target the key sectors of health or homeland security, in order to break the current dependencies on these companies, such as Microsoft ? which hosts the Health Data Hub, a platform centralization of French health data ? or Palantir ? a company created with the support of the CIA, under contract with the General Directorate of Internal Security.</p>
<p class="article__paragraph ">A plan to gradually replace Big Tech tools and services with European solutions is needed, starting with public procurement, which could be explicitly oriented towards national and European tools.  This also presupposes questioning the French label ?Cloud of trust?, because it promotes ? and even accelerates ? the adoption of technologies from Big Tech without at the same time proposing an alternative strategy to get rid of them.  Defended by a Secretary of State in charge of digital <em>[Cédric O]</em>  which appeared, in September 2021, wearing a Google-stamped T-shirt during a match at the Parc des Princes, this label is a Trojan horse which allows Google and Microsoft to sign juicy contracts with Thalčs and Orange to sell, through them, services to companies and administrations.  Big Tech thus delegates legal responsibility to local companies but retains exclusive control over the technology.</p>

<p>On a positive note, Fournette, who led the league in yards from scrimmage last postseason, could return next week, which would help ease the pressure on Brady.</p>

<p>Thus, the work covers his most outstanding projects and the most surprising uses of materials, ranging from the discarded tiles he used to build the <strong>China Academy of Art Folk Art Museum</strong>, whose design adapts to the natural forms of the land it occupies;  to the moss and birch wood that make up a <strong>chapel in Nagano</strong>, Japan.</p>

<p><strong>Kengo Kuma</strong> (Japan, 1954) was born in a traditional house in Yokohama, in Kanagawa prefecture, surrounded by nature and bamboo forests.  His house had a tatami mat floor, rice paper partitions, and a rammed-earth patio.</p>
<p>Many years later, after studying in Tokyo and Columbia and founding his own studio <a target="_blank" href="https://kkaa.co.jp/" rel="nofollow noopener">Kengo Kuma &#038; Associates</a>, decided to look back at the Japanese tradition as the basis of his architecture, with a <strong>totally sustainable</strong>.</p>
<p>Craftsmanship and culture, the mystique of Japanese culture, light and transparencies or nature itself are very present in his buildings, for the most part <strong>simple volumes that surround with sculptural and expressive facades</strong>, built with materials such as pieces of wood, ceramics, bamboo or glass that are masterfully assembled and integrated into their respective environments.</p>

<p>Thus, the work covers his most outstanding projects and the most surprising uses of materials, ranging from the discarded tiles he used to build the <strong>China Academy of Art Folk Art Museum</strong>, whose design adapts to the natural forms of the land it occupies;  to the moss and birch wood that make up a <strong>chapel in Nagano</strong>, Japan.</p>

<p>With an extraordinary sensitivity to space, light and texture, Kuma reveals unexpected qualities of matter, from the weightlessness of the stone of the <strong>Chokkura Plaza</strong> to the smoothness of the aluminum of the cover of the <strong>Yangcheng Lake Tourist Transportation Center</strong>, which is inspired by the old thatched roofs, passing through his house <strong>Great (Bamboo) Wall House</strong>.</p>

Reminiscing about the school years still causes him some pain.  ?I remember the first day of school with that smell of rotten milk, straws and wet coats.  I sat there, completely petrified, and that feeling stayed with me throughout my childhood and adolescence,&#8221; he detailed in an interview with <b>Playboy</b>.</p>
<p class="paragraph">Much later they would discover that little Anthony had dyslexia.  It was about a lonely boy, who had no friends, simply because they pushed him aside.  In that interview, the actor said that both the teachers and his classmates and even his parents believed that he was not going to get far.  ?I felt like the dumbest in the class, maybe I had learning problems, but I was unable to understand anything.  My childhood was useless and entirely confused.  Everyone ridiculed me,&#8221; he said in another interview, this time with <b>The New York Times</b>.</p>

I never enjoyed it.  British theater is very academic and I have always been a very poor student. It was on December 29, 1975, when after a long night tour, he woke up in a hotel in Phoenix with no idea how he had gotten there.  ?I admitted that I was afraid, which gave me a wonderful freedom.  I felt insecure, paranoid, terrified.  I was afraid that I was worthless, that I didn&#8217;t fit in anywhere.&#8221;</p>
<p class="paragraph">In 1981, after the death of his father, he experienced another episode that touched his most intimate fibers.  During the wake, when approaching the box, for the first time in his life he said to someone &#8220;I love you&#8221;.  ?When I think about how my parents slaved their whole lives in a bakery to earn a pittance&#8230; I&#8217;ve had it too easy.  I am ashamed to be an actor.  Acting is a third class art.  They pay us too much and pay us too much attention. <p class="paragraph">His first jobs before standing out in Hollywood were on the theater in England, even though that was a school he did not pursue.  ?The theater does not fit my personality or my temperament.  I never enjoyed it.  British theater is very academic and I have always been a very poor student.  I don&#8217;t like authority, I&#8217;ve suffered enough abuse as a child.&#8221;  However, in the 1980s, failing to get off the ground in Los Angeles, he returned to London to do some work that allowed him to continue his profession.</p>
<p class="paragraph">Regarding alcohol, his worst stage was in the late 1960s and early 1970s. A period of almost eight years that ended when, as he explained, he decided to find another path.  At that stage, Hopkins was spoken of as a temperamental man, who quickly confronted whoever put him in front: he fought with the directors and even left the recordings without giving an explanation.  However, they always took care of him.  His acts of indiscipline had to do with his addiction: he often showed up drunk on film sets in the morning, after an otherwise long night.</p>

<p class="paragraph">Anthony vividly remembers the day he last drank.  It was on December 29, 1975, when after a long night tour, he woke up in a hotel in Phoenix with no idea how he had gotten there.  ?I admitted that I was afraid, which gave me a wonderful freedom.  I felt insecure, paranoid, terrified.  I was afraid that I was worthless, that I didn&#8217;t fit in anywhere.&#8221;</p>
<p class="paragraph">In 1981, after the death of his father, he experienced another episode that touched his most intimate fibers.  During the wake, when approaching the box, for the first time in his life he said to someone &#8220;I love you&#8221;.  ?When I think about how my parents slaved their whole lives in a bakery to earn a pittance&#8230; I&#8217;ve had it too easy.  I am ashamed to be an actor.  Acting is a third class art.  They pay us too much and pay us too much attention.  I like the attention and the money, but I feel like a scammer,? he would say later.</p>

<p class="paragraph">Everything in his life changed when he was called to be the protagonist of <i><b>The silence of the inocents</b></i>, with his unforgettable <i><b>Hannibal Lecter</b></i>.  Hopkins was the second option for that role, but before the refusal of <b>Gene Hackman</b>, the phone rang for him.  His brilliant performance was the key to the door to Olympus cinema.  Internally, he also felt it this way: ?I needed to cover internal wounds, I wanted revenge. <b>I wanted to dance on the grave of all those who made me unhappy</b>, and I have achieved it?, he told years later to <b>Vanity Fair</b>.</p>
<p class="paragraph">From that moment to this part, what he achieved is already known history.  Professionally, he got it all.  His pending account has to do with his personal life: closing family wounds.</p>
<p class="paragraph">In his worst time with alcohol, he separated from the actress <b>Petronella Barker</b>.  After six years of relationship and with a daughter of only 14 months, he left home and never came back.  He broke off relationship with Barker but also with <b>Abigail Hopkins</b>, his daughter.  In the late 90s he saw her, but only a couple of times.  What was broken would not be fixed with those encounters.</p>
<p class="paragraph">In 2018, after four years without seeing her, they asked him about her.  The journalist who contacted him <b>Radio Times</b> He wanted to know if he had grandchildren.  The response was cold: ?I have no idea.  Families break up and, you know, life goes on.&#8221;  Perhaps, at 84 years old, Anthony Hopkins still hasn&#8217;t learned to say &#8220;I love you&#8221; anymore.  Or worse: to feel them.</p>
