PINELLAS COUNTY, Florida – A man wanted for alleged sex trafficking in Pinellas County has surrendered.

After more than three months of searching for Julius Marcus Arline, federal agents tell the ABC Action News I team that it was only five days after a digital billboard appeared in Pinellas County with his picture with a reward that he flipped himself on Jan. July to the county jail.

He is now awaiting a state trial for trafficking in human beings.

The case began with a call to the St. Petersburg Police Department Homeland Security Investigations (HSI).

?My agents came and we were able to identify and interview two female victims of sex trafficking.

Leslie Reio is charged with sex trafficking in minors.

According to an affidavit for Reio, the victim said Reio was responsible for posting online advertisements for the victim. The victim then said Reio would “take the money the victims made by engaging in sexual activity with other people”.

A separate affidavit for Reio states: “The defendant bought hotel rooms for each of the juvenile victims and should have known that they were underage based on the physical characteristics of the victims. Take advantage of what they did.”

That was in March and led to the search for Arline.

“We knew there was another person involved in this plan and were able to identify him as Julius Arline in our investigation. He was charged on the same day as Ms. Reio,” Silliman said of finding him. We had used tons of law enforcement techniques to arrest him, identify him for arrest, we reached out to other law enforcement agencies and we just got out of luck. “

Pinellas County Sheriff’s Office

Back then, HSI worked with Clear Channel Outdoor to post wanted posters on digital billboards in the Tampa Bay area and to send pictures of the billboard to Arline’s friends and family.

“This is a unique situation that I have not seen here in Tampa in 11 years,” said Silliman. “As for the pursuit of a fugitive, I don’t think so.” has already been committed in one human trafficking case. “

The I-Team spoke to Arline’s attorney Grady Irvin Jr., who said, “The charges are very worrying.”

Irvin said he has not yet had a chance to fully review the evidence

?When it comes to sex, the hard thing about getting a jury is what I essentially think of – they all become priests, rabbis, and saints. When it comes to sex. So we just hope that the jury will stay open in the event of a jury trial, “said Irvin where we will approach this from a defense standpoint.”

The I-Team asked for a comment from Reero’s lawyer, but never heard a word.

Silliman said it was important for the public to know that human trafficking doesn’t always look the same.

“This happened in a hotel in St. Petersburg, Florida,” said Silliman of the allegations. “So it doesn’t have to be someone chained to a bed in a basement somewhere, it happens all over the community.”

?The traffickers often have romantic relationships with them, especially with the younger girls, so that the victims actually believe that it is their boyfriend or that they have some kind of love interest. But often it starts like this and the next thing you know is that he makes them the victims of child trafficking or they are forced into prostitution, commercial sex acts and the money they earn back to him, “Silliman said, that’s what HSI believes is happening here.

This is an ongoing case. None of the defendants were convicted.

The investigation came together through the Tampa Bay Human Trafficking Task Force, which reminds everyone to speak up when they see something.

To train new college freshers and remind pedestrians, drivers, and cyclists of best road safety practices, the Florida Department of Transportation launched a two-week awareness campaign at the University of Florida.

Beginning Monday with the first day of Fall School, FDOT staff, along with UF, the City of Gainesville, and officials from the Gainesville Police Department and the UF Police Department, distributed information brochures, paper fans, and other educational materials to passers-by on the corner of West University Avenue and Buckman Drive, according to the FDOT communications specialist Troy Roberts.

FDOT staff, along with UF, the City of Gainesville, and officials from the Gainesville Police Department and UF Police Department, began distributing information brochures, paper fans, and other educational materials to passers-by on the corner of West University Avenue and Buckman Drive on Monday, according to FDOT communications specialist Troy Roberts.

The campaign isn’t limited to just UF, Roberts said, but takes place on the Gainesville campus before moving to other colleges and universities across the state.

?Old students are returning. New students, for many of them this is their first time outside the home without mom and dad, ?he said. “We thought about when it would be better to get out of there?”

There have been several fatal accidents on West University Avenue in the past year. Two UF students, Maggie Paxton and Sophia Lambert, were killed in accidents at the intersection of Avenue with Gale Lemerand Drive and Buckman Drive in December and January.

More:Lawyers, students want answers and security

More:Gainesville Police Department charges a man in connection with the road death of a UF student

Since then, changes have been made to West University Avenue to improve security. For example, the speed limit was lowered to 25 mph and four temporary speed tables were created. Pedestrian sensors, which sense the heat of someone waiting to cross, have also been placed on the street lights in case someone forget or cannot press the pedestrian crossing button.

Roberts said returning students may not be aware of the changes that have taken place during their summer absence, and road project refresher and general road safety rules of conduct may help.

In order to reach as many people as possible, FDOT and other partners come to campus at different times each day. On Monday and Tuesday, for example, they were out from 10 a.m. On Wednesdays, efforts began at 1 p.m. and Thursdays are scheduled for the evening.

The information provided included overviews of signs, signals and markings for pedestrians and cyclists, reminders not to walk and make calls at the same time, and to use bicycle lights. Basic information about the different types of zebra crossings and general safety tips like scanning the road before crossing were also included.

“Sometimes we need a little reinforcement to remind ourselves that we have to make good decisions out here,” said Roberts.

More:UF, Santa Fe are starting the fall semester with mixed feelings about COVID-19 protocols

UF police officer Renee Jost said Tuesday that she and the FDOT group were able to reach around 300 ready-to-use students.

“Obviously, student safety is one of the main issues for the UFPD, especially with pedestrians and some of the incidents earlier this year,” she said. “Education is very important to us. I know ignorance of the law is no excuse, but if you don’t know something, it’s my job to tell you.”

Roberts said the FDOT still has a handful of large projects on West University Avenue. Although plans could change due to unforeseen circumstances, the installation of two signposted pedestrian crossings west of Northwest 14th Street and at the entrance to Ben Hill Griffin Stadium is expected to begin in early 2022. These crosswalks are raised slightly and have buttons that pedestrians would press to signal and stop traffic on the main road so they can cross safely.

Around the same time and just down the street, the intersections of Northwest 16th Street and Northwest 19th Street, which currently have no traffic lights, will also receive signals, he said.

“That’s another element to slow traffic down,” said Roberts. “We have to build a road that is conducive to all elements.

We can’t just focus on pedestrians. We can’t just focus on drivers. It takes everyone to work together to ensure safety.”

 HENDRY COUNTY

What used to be a citrus grove will one day be a huge reservoir.

The goal is to keep the water cleaner and with less blue-green algae.

Between too much water in the rainy season and too little water in the dry season, southwest Florida is no stranger to water.

Project C-43 Reservoir takes place in Hendry County. Some of the solution will come from the 10,000-acre C-43 reservoir. The reservoir will be about the size of the city of Naples. It is expected to be completed in 2023 but will start flowing in the rainy season from 2024.

The price for the project is $ 1 billion, which will come from both state and federal funds.

“The C-43 reservoir is designed to capture and store the rainy season flows from Lake Okeechobee and the basin, as well as C-43, and divert them back into the river in the dry season,” said Shawn Waldeck, site manager for the C -43 reservoir project.

The site will hold 55 billion gallons of water when full, split into two cells.

It’s so big that the dam that surrounds the reservoir will be the highest point in Hendry County.

“We are planning a water treatment plant that connects to the reservoir by injecting an alum chemical to reduce nutrient pollution and buff the river back into the river at the drain,” said Waldeck.

Once it’s done, visitors can enjoy the view of the massive water.

?The reservoir therefore has boat ramps for public access to every cell, to every 5000 hectare cell. We have also planned many canoeing and hiking and riding facilities, ?said Waldeck.

As the second school year of COVID-19 continues, Florida?s statewide teacher union is chronicling deaths, classroom closures, the number of students and staff testing positive and other data that provides a grim yet still incomplete look at how the pandemic is impacting schools.

The Florida Education Association has updated its ?Safe Schools Report? for the 2021-22 school year, posting a list so far of 34 educators or other school personnel who the union designated as COVID-19 related deaths. The union used obituaries and news sources to determine the deaths, starting from July 2021. And the data updates throughout the day.

Those who died were teachers, bus drivers, teacher assistants, custodians, maintenance workers, an assistant principal and other vital school personnel, according to the FEA. People can go on the FEA?s website to see the names of those who died, though some links are no longer in place.

The report was last updated Wednesday and it may be incomplete. The union also noted that five Florida children have died from COVID-19 since July, 2021, but provided no further details.

There is some data posted from the state Department of Health on the FEA?s Safe Schools Report, such as the 66,790 Florida children under the age of 16 who have tested positive for COVID-19 since Aug. 1,

The FEA also is looking at local school district COVID-19 dashboards, where some school districts can inform families about the COVID situations going on in their schools.

So for example, the FEA reports that the data from the local district dashboards show that there have been at least 31,355 confirmed PreK-12 students and staff who have tested positive for COVID since Aug. 1.

However, the FEA claims that the number is ?significantly higher? because ?roughly two-thirds of school districts do not have publicly available dashboards.?

Referring to district dashboards again, the FEA notes that there have been 56,493 confirmed quarantines of staff and students since Aug. 1. Again, the FEA notes that the number of quarantined students and staff is ?significantly higher? because most districts do not provide this data on its own.

There have been 20 campus closings and entire classrooms that had to be quarantined due to COVID exposure within schools, the report states. The FEA pulled from local news articles on the matter.

In comparison to last academic year, when the COVID pandemic was still relatively new and the Florida school system was figuring out how to operate during the pandemic, there was more COVID data from state agencies. This school year, there is less official information coming from the DeSantis administration regarding how schools are handling COVID-19.

From September 2020 through May 2021, the Florida Department of Health released data on an almost weekly basis laying out how many students, teachers, staff and others had tested positive for COVID-19 related to both public and private schools. The data included a school-by-school list of cases for K-12 schools, colleges and universities.

The final count from the state data showed that there was more than 115,000 cases of COVID-19 related to Florida?s public and private K-12 schools during that time span, according to Phoenix analysis of the Department?s data.

But this year, such data is not available, meaning that families across the state must rely on other sources, such as the FEA?s Safe Schools Report or their own districts posting similar data, to determine how safe their public schools are.

The teacher union posted similar data for the 2020-21 school year.

Officials will take to the streets Thursday to hand out leaflets containing information about a shooting that killed a four-year-old girl in Tampa.

Police say police will go door to door in the neighborhood where child Suni Bell was shot. City guides and local organizations are encouraged to join officials and help distribute flyers.

The police will meet in the parking lot at 40th and Hillsborough Avenues at 11 a.m.

At around 9:30 p.m. on Sunday, officers answered on E. Hillsborough Avenue near 43rd Street. Authorities said a person shot a moving car and a bullet hit the child inside.

The child, who was later identified as Suni Bell, was taken to a nearby hospital and later died, police reported.

Police say police will go door to door in the neighborhood where child Suni Bell was shot. City guides and local organizations are encouraged to join officials and help distribute flyers.

The police will meet in the parking lot at 40th and Hillsborough Avenues at 11 a.m.

The playground equipment was damaged beyond repair, and the community grew stronger, even beyond the large donation from the hawks.

A pair of 9-year-old twins, Harrison and Patrick Flack, thought they could help rebuild the playground as well. The boys, sons of the Executive Secretary of the Boys and Girls Club, Callie Flack, decided on a Saturday shortly after the fire to sell biscuits and lemonade at a stand in their front yard. Harrison came up with the idea for lemonade and Patrick wanted to sell cookies, Harrison said.

The boys raised $ 667.05. They only sold about $ 50 worth of food and drinks, but people donated extra money after seeing the boys’ hard work. The guys made the lemonade and cookies themselves and had help from friends all day, Harrison said.

FAST HITS

Tarleton is set to return to a sense of normalcy this fall, having moved the 2020 season to last season’s spring semester.

Including the 24 games from the spring semester, Tarleton is well on the way to having played a total of 53 games in the calendar year 2021.

Tarleton welcomes a new face to the sidelines with assistant coach Tatiana Booth. Booth is a familiar face at Wisdom Gym after completing a playing career with former D2 enemy East Central (OK) and as the head coach of Tarleton’s former LSC rival Cameron.

Tarleton is 12-4 in the season opener under head coach Mary Schindler, including last year’s NCAA Division I debut against Louisiana Tech. The Texans have won eight season openers in a row since 2013.

Tarleton returns 15 of the 17 letter winners from last year’s team and added five new signings – Haley Flanagan, Trinity Vinzant, Haylee Maxey, Elise Smith and Megan Haynes.

Lauren Kersey led the team with 17 double-digit kill results last year, with a season high of 18 kills with a hit rate of .516 against Texas Tech on March 11th. Amber Strange had 16 double-digit kill performances with a season high 22 kills against TCU on March 30th.

FOUR NEW MEMBERS, ONE ON THE WAY: Just a year after opening two schools in Dixie State and Tarleton, the WAC has reopened its arms to include the Texas 4 group of Abilene Christian, Stephen F. Austin, Sam Houston and Lamar. Tarleton will also bring in Southern Utah next year to add seven members over a three year period.

LEAGUE DIVISIONS: With the admission of the four Texas Schools, the WAC is divided into two divisions for the first time since 2004. The Texans are part of the Southwest Division, which includes all six Texas schools in the league – Tarleton, ACU, SFA, Sam Houston, Lamar, and UTRGV.

Marquis Brown and Sammy Carter were arrested Wednesday by the Gadsden County Sheriff’s Office and taken to the county jail. Trulieve’s loss prevention officers alerted the officers to the thefts.

GCSO spokeswoman Lt. Anglie Holmes said 10,000 grams of marijuana had been stolen. About 75% of this was recovered in Gadsden County and the remainder in Leon County.
